Each person 18 years of age needs to submit his/her own application. A non-refundable application fee of $55 per person or married couple is required before processing. We accept cash, cashiers check, or money orders only.

Applicants are reviewed on the same criteria, one person or family at a time. After receipt of the application fee, an application is processed on a first in, first out basis.
